Of all the Twitter targeted following/unfollowing tools, TweetSpinner would have to be the one with the most sophisticated set of filters and schedules. It allows you to have far greater control over the users you target, while reducing the amount of manual work to be done.

You start out with Spinner by adding in your search keywords, hashtags and usernames, then setting values for each of the relevant filters (of which there are A LOT). Once you have done this, you can then switch on the Schedule function – which begins to automatically generate a list of results based on these search and filter values.
